Preschool Morning Bus Change - November 21 & 22

Attention CCPS Preschool families: On Monday and Tuesday of this week, Clark County Public Schools will not be offering MORNING Bus service for the PRESCHOOL ONLY routes. We apologize for the inconvenience, but due to driver shortage, parents of preschool students will need to transport their students to school those mornings.

Preschool Bus transportation in the AFTERNOONS will proceed like normal on Monday and Tuesday.

One final note: This change is for students who ride the PRESCHOOL ONLY buses. If your Preschooler rides a regular bus (with non-Preschool students), he or she can ride that bus like normal.

Public Notice to Reconvene the Clark County Local Planning Committee

LPC Committee Members;

The Clark County Schools’ Local Planning Committee (LPC) will conduct a meeting for addressing a “Finding” to the current District Facility Plan. The LPC will meet on April 24th, 2023, at 5:00 p.m., at the Clark County Board of Education Building, 1600 West Lexington Avenue, Winchester, KY 40391. This Finding Meeting will involve a discussion with the local LPC to address and consider one minor change that affects one facility on the current District Facility Plan.

CCPS Accepting RFPs for Cabling at Strode Station Elementary

Clark County Public Schools (CCPS) is accepting Request for Proposals from qualified vendors to establish an agreement, through fair and competitive bidding, for E-Rate eligible cabling at Strode Station Elementary School. Potential bidders can find the RFP and USAC Form 470 in the EPC portal, as this service must be eligible for Category 2 E-rate reimbursement, and bidders should have a Service Provider Identification Number (SPIN) on file with USAC.

Mr. Brandon Watkins Hired as Chief Operations Officer

Clark County Public Schools would like to announce that Mr. Brandon Watkins has been hired as the Chief Operations Officer for our district! Mr. Watkins began his career in public education in 2005 as a Social Studies teacher for Madison Southern High School in Berea, where he also served as the Head Baseball and Head Golf coach. In 2011, Mr. Watkins accepted an Assistant Principal/Athletic Director position at Farristown Middle School.

After a couple of years, Mr. Watkinsreturned to Madison Southern High School as the Associate Principal and a year later moved into the role of Head Principal. Under his tenure, MSHS achieved four consecutive years of Distinguished School recognition by the Kentucky Department of Education. In 2019, the National Association of Secondary School Principals named Mr. Watkins Kentucky’s Principal of the Year.

Most recently, he has been serving Montgomery County Schools as the Director of Curriculum, Instruction, and Assessment.

"I am very excited about the opportunity to join the Clark County team," Mr. Watkins said. "I am looking forward to building relationships and working together to serve the students, staff, and community here.”

'Future Bulldog Night' at Baker on May 18
Future Bulldog Night

Attention all current 4th grade families! On Thursday, May 18, 2023, Baker Intermediate will host "Future Bulldog Night" from 5:00 to 7:00 PM for all current 4th grade students and families. This special event provides students and parents an informal chance to meet teachers and staff, tour the school, and receive information about all the opportunities BIS offers students.

There will be food, music, games, and inflatables on the lawn of the school and an "Opportunities Fair" in the gym. We hope to see all current 4th grade students and parents there so we can meet our Future Bulldogs!

Mrs. Megan Swart Hired as Conkwright Principal

Clark County Public Schools would like to announce that Mrs. Megan Swart has accepted the position as Head Principal at Conkwright Elementary School! Megan started her career in education at Clark Middle School 16 years ago. She has worked at Baker Intermediate School, The Phoenix Academy, and has most recently been the assistant principal at Conkwright Elementary for the past three years.

She is married to Tom Swart, Assistant Principal at RDC, and together they have two children, Elayna and Jack. She is an active member in the community, and attends Calvary Christian Church.

“I am humbled and grateful to be chosen to lead our Colt family in this new role,” she said. “It’s my joy to work alongside our phenomenal staff and amazing students everyday. I look forward to seeing the continued growth we will achieve together."

Jamie Keene Hired as Director of Innovation and Alternative Programs

Clark County Public Schools would like to announce that Mr. Jamie Keene has accepted the position of Director of Innovation and Alternative Programs for our district! Mr. Keene began his career in public education in 1993 as a Business Teacher in Pike County Schools. After four years teaching, he accepted a job as a general manager of a chemical company for eight years

Mr. Keene’s passion for education never left, and he returned to his alma mater, Phelps High School, to teach, coach, and serve as Athletic Director.  After three years, he accepted a position with the Kentucky Department of Education.  He worked there for two years, then was hired in 2010 as an Assistant Principal at George Rogers Clark High School.  In 2014, the National Association of Secondary School Principals named Mr. Keene Kentucky’s Assistant Principal of the Year.  He has spent the last thirteen years at GRC, with the last two years as Principal

“I have truly enjoyed my time at GRC, but I am also very excited about this opportunity to continue helping the students and staff of Clark County Public Schools in a different role,” Mr. Keene said.  “I am looking forward to working even more closely with our community and helping meet the needs of our staff and students across the entire district.

Mrs. Julie Bonfield Hired as Chief Academic Officer / Assistant Superintendent

Mrs. Julie Bonfield has been named as the Chief Academic Officer/Assistant Superintendent for CCPS. She is currently completing her seventh year in Clark County as the Director of State and Federal Grants and District Assessment Coordinator. Previous roles held by Mrs. Bonfield include principal, assistant principal, elementary teacher, and curriculum coach at the elementary and middle school levels.

“I am honored to be selected as the Assistant Superintendent/CAO for Clark County Public Schools. As my role will change within our district, my focus will remain on serving and building relationships with our businesses community, families, students, and staff. Clark County Schools is filled with wonderful people, and I look forward to continuing our work together putting students first."

Julie Bonfield earned a Specialist in Education in Instructional Leadership, with a concentration in Supervisor of Instruction and School Principal, from Morehead State University. She completed her Superintendent certification from Eastern Kentucky University. She also holds a Masters of Arts in Elementary Education from Morehead State University and a Bachelor of Arts in Elementary Education from Murray State University.

Superintendent Dr. Molly McComas is excited to have Mrs. Bonfield serve in this new role. “She is dedicated to high-quality practices that are aligned with the vision and mission for Clark County Public Schools," Dr. McComas said. "We are one community; one vision: life ready. Where every student matters. We join with our community to address the individual needs of students in a safe, caring environment so they are prepared for college, careers and life. I’m confident Mrs. Bonfield will stay committed to helping CCPS achieve a greater level of success. Mrs. Bonfield is student centered and leads with a growth mindset."

On Saturday, April 22, Clark Regional Medical Center will host the “Bet on Clark Regional: Free Community Health Fair”. Starting at 10:00 AM on the hospital’s campus, there will be food trucks, as well as free health services and entertainment activities. Be a participant in the stick horse derby, take a winning selfie, join in an exercise class, or play a game for a prize! Visit one of our health service stations for a free sports physical, blood typing, glucose screening, vaccinations, or tour emergency vehicles, like a helicopter, ambulance, fire truck, and more. Mr. Dustin Howard Hired as Superintendent of Clark County Public Schools!

Clark County Public Schools is excited to announce that Mr. Dustin Howard has been appointed Superintendent of Clark County Public Schools! Mr. Howard most recently served the students of CCPS as Assistant Superintendent/Chief Academic Officer. Prior to CAO, Howard served as principal of Robert D. Campbell Junior High for eight years and the Phoenix Academy for two years.

Mr. Howard holds a Bachelor’s Degree in Psychology from Centre College, M.S. in Educational Psychologyfrom the University of Kentucky, M.A. in Instructional Leadership from EKU, a Specialist in Education Degree (Ed.S) from the University of Kentucky, and completed his Superintendent certification at Asbury University.

Howard and his wife Rachael have been married for 21 years. She is a Guidance Counselor at Henry Clay High School, and they have two children – Jones, a sophomore; and Bailey, a freshman; both at GRC.

Mr. Howard said, “I’m very grateful for the opportunity to lead the students, staff, and community of Clark County Public Schools. I’m a firm believer in giving our kids an opportunity for success in our school system and then beyond high school. I truly love this community and look forward to serving.”

Board chair Megan Hendricks said, “Mr. Dustin Howard has proven to be a great leader throughout his tenure with CCPS. His leadership skills are perfectly aligned with the needs of our district. His vision for CCPS and our community will take us to the next level.”

Dr. Elmer Thomas Hired as Interim Superintendent of Clark County Public Schools!

The entire Clark County Public Schools family is excited to welcome Dr. Elmer Thomas to our district!

Dr. Thomas is the current interim Superintendent of Clark County Public Schools. He has also previously served as Superintendent of Madison County Schools and as interim Superintendent of Danville Independent Schools. Under his leadership Madison County Schools became a distinguished district while he led the focus on mathematics, CCR, Dual Credit, and AP classes. He oversaw the transition from half day to full day kindergarten, the construction and opening of a new elementary school, and the major renovations of several other schools.

Prior to becoming superintendent, Dr. Thomas was principal of Madison Central High School in Richmond, where he took over after leading Boyle County High School in Danville. In 2011, he was Kentucky's 2011 Principal of the Year. Dr. Thomas has also served as a member of the Commissioner of Education's Local Superintendents' Advisory Council.

Dr. Thomas holds a Bachelor's Degree in Spanish, a Masters Degree in Reading, and a Rank I in Educational Administration. He holds an Ed.D in Educational Leadership and Policy Studies.

He and his wife Marla live in Richmond and have two adult children - Lauren, a healthcare attorney, and Matthew, a rising senior at UK.

Mrs. Beth Smith Hired as Secretary to the Superintendent

Clark County Public Schools would like to announce that Mrs. Beth Smith has been hired as the new Secretary to the Superintendent!

Mrs. Smith is excited to serve as Secretary to the Superintendent and as a member of the Central Office Staff. She began her career at CCPS as an instructional assistant in 1990. She worked in that capacity at Odell Gross Elementary, and upon its closing, at Strode Station Elementary. After leaving to work for a year at Toshiba in Frankfort, Mrs.Smith returned to the district as the computer lab assistant at Strode Station. Three years later she was hired as a district computer technician/trainer, where she had the honor of working with the entire staff of CCPS.

As a lifelong resident of Clark County and a graduate of GRC High School, she is thrilled to be a part of a new team and is expecting many more years of service to a district that she considers her heart and soul.

Mrs. Smith readily admits that during her 31 years with the district, she has been blessed to work with some great teams, and she is ready and eager for this new challenge.

In her time away from work, Beth enjoys spending time with her family and friends, reading, and baking. She is also a licensed massage therapist.

"This district, community, staff, and our students are very important to me,” Mrs. Smith says. “It is an honor and a privilege to be a member of Superintendent Howard's team, and I am blessed to be involved in the new direction for Clark County Public Schools."

Mr. Sylan Drake-Mayes Hired as District and Community Relations Coordinator

Clark County Public Schools would like to welcome our new District and Community Relations Coordinator, Sylan-Drake Mayes! As a George Rogers Clark High School graduate, Mr. Mayes has had a very successful academic and football career

Mr. Mayes moved to Clark County with his mother and brothers when he was in middle school. Since leaving high school he has obtained a Bachelor’s degree in Social Work and a Master’s degree in Psychology with an emphasis on Applied Behavior Analysis. He currently coaches the defensive line for the GRC football team. As District and Community Relations Coordinator, he will be coordinating our adult education programs as well

“My focus is to communicate with all stakeholders and empower the community to assist in making the changes that everyone envisions for Clark County," Mr. Mayes says. "For CCPS to effectively serve our community, we must listen to them and provide our greatest assets with the resources they need to be fruitful citizens. I think we all recognize that the growth and future of Clark County is in the hands of our students and the families raising them. I am excited to be a catalyst in this process and era of change.

CCPS is looking forward to having Mr. Mayes on staff and supporting him in his endeavor to enrich the collaboration between our schools and our community!

Mrs. Jillian Blanton Hired as Principal of Clark County Preschool

Clark County Public Schools gladly welcomes Mrs. Jillian Blanton as principal of the Clark County Preschool! Mrs. Blanton has 14 years of tenure with the Preschool in various roles. For the past two years, she has served as the District Facilitator representing the Clark County Preschool population. Mrs. Blanton has gained extensive knowledge and experience while building invaluable relationships over the last decade. She is currently enrolled at Eastern Kentucky University, pursuing her Rank 1 in School Leadership. She received her Master of Arts in Special Education and has Bachelor's Degrees in Child and Family Studies and in Interdisciplinary Early Childhood Education, both from Eastern Kentucky University.

“I am ecstatic and honored to serve as the next principal of Clark County Preschool," stated Mrs. Blanton. "It has been my dream to serve the Preschool in this capacity. I am a lifelong resident of Clark County and am grateful to serve the students, families, staff, and community. The Clark County Board of Education is seeking an innovative and motivational leader with strong proven leadership and a record of improving student achievement as its next superintendent. The successful candidate should have administrative experience and be an instructional leader who is committed to college and career readiness. It is important for the candidate to have the ability to effectively communicate with the staff and community to achieve district goals, as well as be visible in the community. The candidate should possess strong morals and ethics. Knowledge of budgeting, school finances, buildings and grounds, along with working knowledge of the Kentucky Education System are required.

Clark County was created in 1792 from Bourbon and Fayette counties and named for Revolutionary War hero George Rogers Clark. The county seat is Winchester and is located near Lexington off I-64 East. Board of Education Seeking Services of Board Attorney

The Clark County Board of Education is seeking the services of a Board Attorney. Preference may be given to individuals or firms with experience in educational law. Services required will include, but may not be limited to:  review of all contracts the Board may enter into; review and preparation of deeds for property the Board may buy or sell; presence at and assistance with any legal hearings the Board may be compelled to have; and telephone consultations with Board members and the Superintendent as may be required. Attendance at all Board meetings is preferred; however, required meetings will include all disciplinary hearings, tax hearings, budget meetings, and any meetings that involve scheduled discussion of contracts or legal matters.  Compensation may be salary, per diem, per hour, or a combination thereof, depending on the services provided.

Please submit a sealed proposal with a Letter of Interest to Dustin Howard, CCPS Superintendent, at 1600 West Lexington Avenue, Winchester, KY 40391, by 12:00 noon on December 16, 2022, with a summary of your experience, especially educational law, and an outline of your proposal for services to be offered.  The Board will conduct interviews with prospective individuals or firms following receipt of the Letters of Interest.

Mrs. Kelly Fithen Hired as CAO/Assistant Superintendent

Clark County Public Schools would like to announce that Mrs. Kelly Goodpaster Fithen has been selected as the new Chief Academic Officer / Assistant Superintendent for our district!

Mrs. Fithen, a native Clark Countian, is in her 20th year of service with the Clark County School System and is beyond excited to further support education in her hometown. “I am fully committed to leading Clark County into the next phase of excellence,” she expressed.

Her teaching experience includes middle school Language Arts and a variety of math courses at George Rogers Clark High School. Mrs. Fithen served as an Assistant Principal at Strode Station Elementary for three years and a District Instructional Specialist for one year. Most recently, she served as the district's Director of Federal and State Grants and District Assessment Coordinator.

Mrs. Fithen received her Bachelor of Science in Education with Language Arts Endorsements, grades 5-9, and Mathematics, grades 5-12, from Eastern Kentucky University. She continued her education at EKU, receiving her Masters of Education in Instructional Leadership, obtaining her principal certification. She furthered her education and received her Rank One in Instructional Leadership with endorsements in Instructional Leadership Supervisor of Instruction, Director of Pupil Personnel, and Superintendency Certification.

Mrs. Fithen and her family reside in Clark County. She and her husband, Kenneth, have 3 children, Cole (7th Grade), Cade (5th Grade), and Kenley (Kindergarten).

Mrs. Fithen is proud to pour back into the community where she grew up.

CCPS Board of Education Report: July 26, 2022

Clark County Board of Education Prepares for Superintendent Search

The Clark County Board of Education (CCPS) voted to select the Kentucky School Boards Association (KSBA) to conduct the search for the next superintendent.  The vacancy will immediately be posted with an anticipated fill date of late September or early October.

Tim Eaton of KSBA said, “There are a few steps that must take place to fill the vacancy.  We’ll advertise the position for about 30 days, put together the screening committee that must be organized according to statute, and then work through the process to provide the board with the best candidates to interview for the position.”

Board member Ritchie said that KSBA stands out because “they work for school boards, and I have worked with them previously on searches and with our Local Planning Committee.”  Member Richardson commented on the confidence the board has in KSBA.  “KSBA is the school board organization and they have vast experience working with boards and understand the superintendent search process.”

The screening committee will consist of two teachers, one classified employee, one principal, one parent, and one board member.

Additionally, the board opened the lone bid for a forensic audit.  Board Chair Hendricks said, “This is a housekeeping measure to verify everything is done correctly.”  Board member Taulbee said, “This is an opportunity as we come to new leadership to look across the board to see where we are.  We want to guard the public’s money and interest in keep that in place and make sure the district is running as efficiently as possible.”

Other items the board approved in addition to regular consent and finance business:

·Added three additional days to parent notes in accordance with HB 44 that recently passed the general assembly

·Continued student accident insurance with Roberts Insurance at the same rate as the 21-22 school year

·Approved the 22-23 stipend schedule along with revisions to the salary schedule

·Approved district school handbooks

·Approved the transportation handbook

·Approved the Phoenix Academy handbook

·Approved the district crisis management plan

·Approved employee and substitute teacher handbooks

·Approved the classified and administrative classified evaluation plan

·Approved the certified evaluation plan

CCPS Accepting RFPs for Network MIBS Solutions

Clark County Public Schools (CCPS) is accepting Request for Proposals from qualified vendors to establish an agreement, through fair and competitive bidding, for E-Rate eligible MIBS. Potential bidders can find the RFP and USAC Form 470 in the EPC portal, as this service must be eligible for Category 2 E-rate reimbursement, and bidders should have a Service Provider Identification Number (SPIN) on file with USAC.
